Introduction:


The aim of this meeting is to develop a plan for a (post IPY) Southern Ocean Observing System (SOOS), building upon an initial meeting held in Hobart last year. The first day of the meeting will consist of a series of summary lectures and discussion about the SOOS structure. The second and third days will see people split into various groups to tackle different (though interconnected) aspects of any SOOS. The idea will be that these groups will articulate (i) why sustained observations are needed and what science/policy questions they address (ii) what mix of observations are required to address these questions, (iii) what is presently done and possible, and finally (iv) a vision for the future. At the end of the meeting we will aim to produce a well thought out discussion of the relative priorities of any observing system. Post meeting this will go out to the wider community for discussion and modification.

14.00-15.00: Review of revised detailed plan outline (sections and pages per section )

15.00-16.00: Identification of post-session Writing Assignments, with strict attention to page length





Workplan:

1. Pre-meeting-

Each observing/research group to complete a questionnaire detailing, for example:

(i) what observations of interest to them are currently made in the Southern Ocean?

(ii) what observing systems of interest to them are currently in place?

(iii) what are the gaps (a) technological, (b) process understanding, (c) geographic, (d) temporal and historical, (e) modelling, in areas of interest to them?

(iv) how can research activities contribute to a sustained observing system?

(v) what priorities can they suggest (a) for the short term; (b) for the long term?

(vi) other comments that may be relevant for our purposes?


Each user group to provide a table of requirements:- what measurements are needed, for what purpose by what means, at what geographical and temporal spacing, to what precision/accuracy.

2. Post-meeting-

Four months after meeting (end Feb. 2008):

Presentation of the plan, and discussion, at expanded meeting of the SCAR/SCOR Oceanography Group, and as part of the SCAR Ocean Science Conference (St Petersburg, Russia) to obtain further feedback

Nine months after meeting (August 2008):

Inclusion of feedback to finalise plan

Ten months after meeting (September 2008):

Publish the plan
